Invitation to tender for School Transport Service

Penk Valley Academy Trust – Penkridge, Staffordshire
Penk Valley Academy Trust is seeking proposals from qualified transportation service providers for the provision of out of catchment school transport services commencing September 2024.


The contract will be awarded based on a competitive tendering process, with a weighting of 50% on financial considerations. The remaining 50% will be distributed amongst the following criteria: safety record and measures (20%), reliability and punctuality (15%), quality and comfort of vehicles (10%), and environmental sustainability (5%).
The routes requiring transport are as detailed below. Routes are generally set but maybe subject to minor change depending on September 2024 student uptake of the service.

 

  • Route 1 – currently a 70-seater coach – see attached sheet for route details
  • Route 2 – currently a 40-seater coach – see attached sheet for route details
  • Route 3 – currently a 40-seater coach – see attached sheet for route details
  • Route 4 – currently a 16-seater minibus – see attached sheet for route details


We invite interested parties to submit their proposals by 31st May 2024, detailing how they meet the criteria set forth in this invitation.
The contract will be for one academic year commencing September 2024 with an option to extend for a further academic year with Trust Board approval.
The contracted Transport Services will, in summary:

 

  • Provide transport to and from schools Monday – Friday as per the agreed times with Penk Valley Academy Trust
  • Provide transport to and from the areas listed on the route sheets for Wolgarston High School ST19 5RX and the Rural Enterprise Academy ST19 5PH with an option to add in more schools within Penkridge, should the needs arise
  • To provide a service for 38 weeks (190 School days) per academic year during term time only, with the availability to be flexible when required
  • To maintain reliable and regular contact with the transport team regarding any issues, concerns and changes
  • To maintain seating plans and check student bus passes for safeguarding purposes where appropriate

This Purchase will be subject to all usual terms and conditions of the successful supplier.


To tender for this opportunity, please submit a formal written quotation to the Trust’s procurement team on procurement@penkvalley.co.uk by no later than 12 noon on Friday 31st May 2024.


The successful supplier will be contacted w/e 7th June 2024.
